BWD Groundwater Management Expenditures 1997 - Date

 The Borrego Water District's Board of Directors should be at the forefront of efforts to resolve Borrego's groundwater crisis.   They are not.  That has not, however, kept them from spending more than $1.5 million of rate-payer's money on "Groundwater Management."

The above table represents only expenses actually charged to the Groundwater Management line of BWD's budget.  The actual amount spent for that purpose is much higher.  Not included in the above, for instance, is nearly $800,000 spent to purchase and fallow approximately 40 acres of citrus.  For all of that, and after thirteen years of "managing groundwater," there have been no documented groundwater savings.
