| The Department of Planning and Land Use (DPLU) administers the San Diego County Zoning Ordinance. Every lot carries a zoning designation that spells out permissable uses, minimum setbacks for structures, maximum structure heights, animal regulations, and much more. The DPLU regulates all construction in the Borrego Springs area, and requires permits for most new construction, maintenance, and renovation. Proceeding without appropriate plan reviews and permits is an expensive gamble that invites fines and other penalties up to and including denial of permits to continue. The County building codes provide some guidance regarding water use and conservation; but because Borrego is totally reliant on a sole-source aquifer for its water supply, the DPLU has recently issued a special policy for the Borrego Valley in recognition of the fact that "groundwater production at current rates is not sustainable." That policy, entitled "DPLU Policy Regarding CEQUA Cumulative Impact Analysis for Borrego Valley Groundwater Use," requires mitigation at a rate of at least one to one for projected water use of new projects in the valley (see Policy). |
