
Change of Address Notice
We received this communication from Richard S. Williamson, General Manager of the Borrego Water District, on 31 March 2010:
Dear Webmaster/Digger: Please be advised that the home at the address you have for me in Tucson, Arizona is now being rented out, and I moved to Borrego Springs over a year ago. My correct address, should your readers need it, is P.O. Box 963, Borrego Springs, 92004. I would appreciate the changing of your website info so as to provide current information for your readers, and so my renters are not disturbed. Thanks for your cooperation. Rich Williamson

The address to which Williamson refers in his e-mail message is:

Although Williamson claims in his message that he “moved to Borrego Springs over a year ago,” in mid-December 2009 he included the following language in a draft proposal for a “GENERAL MANAGER'S EMPLOYMENT AGREEMENT” that he presented to the BWD board: “… Employee [Williamson] is allowed to work up to two (2) days per week from his residence in Tucson, Arizona, at BWD's sole discretion.” (“Hours of Work”, Page 3, Section 5, paragraph A of the draft agreement).
The proposal was withdrawn following a storm of righteous criticism from ratepayers for this and other excesses; but the BWD board and Williamson continue to insist that he be allowed to spend 40% of his work week in Tucson.
As a result, his claim is, at best, confusing; i.e.; if he “moved to Borrego Springs” in late 2008 or early 2009 as he claims, then how is it that “his residence” was still in Tucson at the end of 2009? At last report he was still commuting to Tucson and so presumably still maintains a residence there; albeit now in a secure, undisclosed location where he can concoct schemes to deplete the District's cash reserves safely away from the pesky, parsimonious public in Borrego Springs.
In any case, we take Williamson at his word that he no longer resides at the above address while in Tucson for two (2) working days each week. Since he provides no other contact information for his sojourns in Tucson, you will have to wait until he deigns to return to Borrego to communicate with him.
