 The Borrego Water District's Board of Directors should be at the forefront of efforts to resolve Borrego's groundwater crisis.  They are not.  Instead they follow the advice of the three monkeys ("See no evil; hear no evil; speak no evil.") and must be drug kicking and screaming into even acknowledging the problem.  That has not, however, kept them from spending hundreds of thousands of rate-payer's dollars on "Groundwater Management."  (see below)

For all of that, and after eleven years of "managing groundwater," there have been no significant or substantial groundwater savings. John Foster Dulles, U. S. secretary of State (1953 - 59), once said "The measure of success is not whether you have a tough problem to deal with, but whether it is the same problem you had last year."  By this standard, the BWD Board is an abject failure.  They have had the same problem to deal with for many years and have made virtually no material progress in the direction of a solution.
