What follows is the text of a statement in support of the Borrego Water District's original tiered water rates proposal that Joan Rosen intended to read at a meeting of the  BWD Board of Directors.  She was unable to attend the meeting, and so could not present her remarks to the board.   They did, however, appear as a letter to the editor of the Borrego Sun, 17 April 2008, page 6.  They are published here by permission of the author.
